A fact, never a code
The instruction saves a factual answer, for example “our jumpers are not hand-made”. The engine keeps applying the GIRs and the notes: it never imposes a code.

Data declared on the item always prevails over a standing instruction. If two instructions contradict each other, you are asked the question again.
Your Rules page lists every instruction, who created it, from which item, and all the items where it replaced a question.
Identical questions in a batch are grouped: you answer once for all the items concerned.
“Save this answer for other items” applies it to similar items of your company or of a shipper: scope by code level, limited to certain objects, for all destinations or just one.
Classification resumes automatically at the level where it stopped, without replaying the rest.
The customs supporting document shows the source “standing instruction” when one was used.
On your Rules page, see the items where each instruction was used, change its scope or deactivate it at any time. Standing instructions are free.
